Colonel Theodore C. Lockhart is the Deputy Chief,
U.S. Military Training Mission to Saudi Arabia,
U.S. Central Command, Riyadh, Saudi Arabia.

Colonel Theodore C. Lockhart was commissioned distinguished military graduate through the Reserve Officer Training Corps program at the University of Kansas, Lawrence, Kansas in 1987. While on Active Duty, he served in command and staff positions with the 9th, 4th, 24th and 3rd Infantry Divisions including Platoon Leader, Operations Officer, Executive Officer, Company Commander, Intelligence Staff Officer, and Division All Source Analysis and Control Element (ACE) Chief.

As a reservist, COL Lockhart severed at the United States Pacific Command (USPACOM) Hawaii, Assistant Secretary of The Army for Acquisition, Logistics, and Technology (ASA (ALT)) Pentagon, Defense Contract Management Agency (DCMA) Los Angeles, and the United States Strategic Command (USSTRATCOM) Nebraska, in progressively greater responsibility in joint, advisory, staff, and acquisition billets. Colonel Lockhart Commanded the USSTRATCOM Army Reserve Element (ARE), Offutt Air Force Base, Omaha, Nebraska from 2006 until 2008. Colonel Lockhart was mobilized for Operation Enduring Freedom (OEF) where he commanded the Operations Coordination Center Security Force Assistance Team, Regional Command East, and Gamberi, Afghanistan. COL Lockhart mobilized for OEF as Commander International Security Assistance Force (COMISAF) Red Team Director, Kabul, Afghanistan. .

COL Lockhart is a graduate of the US Air Force Undergraduate Space Training, U.S. Army Command and Staff Services School, the U.S. Army Command and General Staff College, the United States Air War College, and the United States Army War College. Colonel Lockhart holds a Bachelor degree in Electrical Engineering, and Master's degrees in Engineering Systems, Business Administration, and Strategic Studies. In his civilian capacity, COL Lockhart is a registered professional engineer working as Technical Director, National Security Agency (NSA), Information Assurance (IA), Information Operations (IO), and DoD Systems Engineering for a major defense contractor in in Cedar Rapids, Iowa.
